2012 GENERAL RULES
Number and Amount: One (1) one-time scholarship of up to $1,000.00 will be awarded for study at either a two-year or four-year accredited institution of higher education.
Student Status: The student must be a member in good standing of the Wisconsin State Employees Union. The student must be pursuing an Associate, Baccalaureate or masters degree on at least a half-time basis at a two-year or four-year accredited institution of higher education.
Limitation: A recipient may receive only one scholarship award.
Council 24 Membership Requirement: Only Members of AFSCME Wisconsin Council 24 are eligible to receive scholarship awards. The term "member" shall include only current active members, who have not requested or received any dues rebates for calendar years 2009 and 2010.
Application Deadline: The 2012 Jim Boyd Memorial Scholarship application period has closed. Applications must be returned in the pre-addressed envelope provided. Once submitted, all applications become the property of AFSCME Council 24 and the Scholarship Selection Committee. Winners will be notified by phone, and all other applicants will be notified of the decision of the committee by a letter.
Additional Requirements: All applicants are required to submit certain documentation with their completed application. Please see page 7 for a list of additional requirements.
Alternates: One scholarship recipients and one alternate shall be selected each year. An alternate may be awarded a scholarship if one of the recipients elects not to attend college. Satisfactory completion of academic work shall be defined as maintaining at least a 2.0 average on all courses attempted in a term of study and being classified as at least a half-time student.
Selection Committee and Criteria: Council 24 shall appoint an independent, three member Scholarship Selection Committee which will be responsible for judging the qualifications of the applicants and selecting the scholarship recipients and the alternates. The selection committee shall base its selections upon the following criteria:
50% Financial Need
40% Union Participation
10% Community Service
Disbursement of Funds: The scholarship money will be disbursed directly to the Bursar's office of the educational institution at the beginning of the academic year. Scholarship recipients must submit a copy of their tuition bill to Council 24 in order for the funds to be disbursed. All scholarship money not used by the student for any reason remains the property of Wisconsin Council 24, AFSCME and shall be refunded to the scholarship fund.

1. Financial Need - (Maximum 50 Points)
Points are awarded based on the student's assets and support.
2. Union Participation - (Maximum 40 Points)
Points are awarded for union activities of the applicant or applicant's family (e.g. local leadership duties, local steward activity, participating in fund raisers such as the bowling tournament).
3. Community Service - (Maximum 10 Points)
Points are awarded for participation in altruistic activities through community groups.
