AFSCME Council 24 Jim Boyd Memorial Scholarship Rules and Rate Sheet
(available only to dependents of WSEU members)

2012 GENERAL RULES

Number and Amount: Two $2,000 one-year scholarships and four $1,000 one-year scholarships will be awarded for study at either a two-year or four-year accredited institution of higher education.

Student Status: The student should be a high school senior who will graduate at the current academic year, or a continuing student who is presently pursuing an Associate, Baccalaureate or masters degree on a full-time basis at a two-year or four-year accredited institution of higher education.

Limitation: A recipient may receive only one scholarship award. Recipients of multiple-year scholarships are not eligible to receive future awards from the Jim Boyd Memorial Scholarship program until prior awards have been exhausted.

Council 24 Membership Requirement: Members of AFSCME Wisconsin Council 24, their spouses, and their dependent children (including foster children, step-children and any other child for whom the individual member provides greater than 50% of his or her support) are eligible to receive scholarship awards. The term "member" shall include deceased members and retirees (if the retiree was a member in good standing of AFSCME Council 24 at the time of retirement and is currently a member of AFSCME Retiree Chapter 7) as well as current active members, who have not requested or received any dues rebates for calendar years 2009 and 2010.

Application Deadline: The 2012 Jim Boyd Memorial Scholarship application period has closed. Applications must be returned in the pre-addressed envelope provided. Once submitted, all applications become the property of AFSCME Council 24 and the Scholarship Selection Committee. Winners will be notified by phone, and all other applicants will be notified of the decision of the committee by a letter. Scholarships will be presented to the winners at their schools' Awards Night when applicable.

Additional Requirements: All applicants are required to submit certain documentation with their completed application. Please see page 10 for a list of additional requirements.

Alternates: Six scholarship recipients and two alternates shall be selected each year. An alternate may be awarded a scholarship if one of the recipients elects not to attend college. Satisfactory completion of academic work shall be defined as maintaining at least a 2.0 average on all courses attempted in a term of study and being classified as a full-time student.

Selection Committee and Criteria: Council 24 shall appoint an independent, three member Scholarship Selection Committee which will be responsible for judging the qualifications of the applicants and selecting the scholarship recipients and the alternates. The selection committee shall base its selections upon the following criteria:

  • 40% Scholastic Aptitude
  • 20% Union Participation
  • 15% Leadership & Character
  • 15% Employment & Altruism
  • 10% Financial Need

    Disbursement of Funds: The scholarship money will be disbursed directly to the Bursar's office of the educational institution at the beginning of the academic year. The Bursar's office shall allot an equal amount of money each term of study. All scholarship money not used by the student for any reason remains the property of Wisconsin Council 24, AFSCME and shall be refunded to the scholarship fund. For multiple-year scholarships, recipients must annually submit a copy of their school transcripts and disbursement information before the next year's payment is made.

    (For use by Selection Committee Members Only)

    1. Scholastic Aptitude - (Maximum 40 Points)

    40 points for a 4.0 (A) to 0 points for failing grades. Bonus points may be awarded for honors courses, but total points awarded cannot exceed 40.

    2. Union Participation - (Maximum 20 Points)

    Points are awarded for union activities of the applicant or applicant's family (e.g. local leadership duties, local steward activity, participating in fund raisers such as the bowling tournament).

    3. Leadership & Character - (Maximum 15 Points)

    Points are awarded for class offices held, leadership positions held in community activities, sports, employment, honors or swards received, and letters of reference.

    4. Employment & Altruism - (Maximum 15 Points)

    Points are awarded for employment history and for participation in altruistic activities through community and school groups.

    5. Financial Need - (Maximum 10 Points)

    Points are awarded based on the student's assets and support.
