Article VIII Section 5 of the Council 24 Constitution provides the authority of the executive board.
"The Executive Board shall be the governing body of this Council when the convention is not in session. All matters affecting the policies, aims and means of accomplishing the purposes of this Constitution not specifically provided for in this constitution or by action of the delegates at a regular or special convention shall be decided by the Executive Board. The Executive Board shall meet at the call of the president or at such times as seemed expedient to a majority of the members of the board. A majority of the members of the board shall constitute a quorum."
