    Article VIII Section 1 of the Council 24 Constitution provides the authority of the president to appoint members to standing and special committees.

    "The president shall preside at all meetings of the executive board and at all meetings of the convention. He/she shall be a member ex-officio of all convention or board committees except the election committee. He/she shall appoint all standing and special committees of the Council, with the approval of the executive board..."
